An attorney at Law with a Master of laws (distinction) from Cardiff Law School, United Kingdom, possessing an extensive legal experience of nineteen years in several legal disciplines including constitutional, corporate, tax, commercial, regulatory and service litigation; policy review and legislative drafting; and corporate and financial market advisory.
He has worked as a senior legal consultant to the World Bank on review of the insurance sector, regulatory framework for trade in services and investment and the review of tax legislation for FBR in Pakistan. He prepared the basic framework for introduction of terrorism insurance in Pakistan and prepared the framework for the establishment of National Commodity Exchange in Pakistan. He has also advised the Government of Pakistan on the corporatization of State Life Insurance Corporation.
He served as the General Counsel and Head of the Legislation and General Counsel Department of the Securities and Exchange Commission of Pakistan where he has the honor of having worked on more than two hundred diversified legislative assignments. Having formulated major legislative instruments administered by SECP he has given advise on several laws developed by the Federal Government and other statutory bodies in Pakistan. He has been advising SECP on issues, including but not limited to, corporate matter, capital and debt markets, non banking financial companies, mutual funds, insurance and modaraba.
He has been involved in the review of Bilateral Investment Treaties between Government of Pakistan and foreign countries and has been representing SECP at Government Ministries, Cabinet, Parliament and its committees, international donor agencies and international forums including diplomatic forums (UNDROIT).
He was a member of the corporate rehabilitation committee established by the Government of Pakistan and has negotiated ADB’s Second Generation of Capital Markets Reform Program loan of $400 million. He has also provided advise on the Political Risk Guarantee Facility Agreements, under ADB’s Financial (Non Banking) Markets and Governance Program.
He also served the National Accountability Bureau as Additional Deputy Prosecutor General and conducted high profile litigation. He is a currently legal consultant to Pakistan’s largest entities in the Oil and Gas and fertilizer sectors and has advised clients on corporate transactions of over 100 million Dollars. He is representing leading companies and government departments in a number of high profile litigation in Pakistan and is advising blue chip companies on corporate and commercial matters.
